July’s new traffic light system regulations throughout the country: special restrictions for Quito

In a resolution of June 29, 2020, the government emergency committee (COE) approved the provisions that will apply in the country in July 2020 according to each district’s traffic light system stage. Special rules were established for Quito.

We highlight the following main provisions:

Mandatory national rules:

  • All work, family and community spaces must implement and comply with bio-sanitary measures.
  • Mandatory use of face masks and mandatory distancing.
  • Land borders remain closed.
  • Classes in educational institutions remain suspended.
  • The operation of bars, discotheques, karaoke bars, nightclubs, billiard clubs, children’s entertainment centers and any other place where social distancing is not guaranteed remains prohibited.
  • Physical activities in enclosed spaces remain restricted except for pilot plans approved for districts in the green stage.
  • Public events remain prohibited.
  • Private transport between districts in provinces in the yellow or green stage is allowed.

 

Red zones:

  • Curfew from 6pm to 5am.
  • Private vehicles, including motorbikes, are allowed on the roads 2 days a week from Monday to Friday. Driving is not allowed on Saturdays and Sundays.
  • Taxis and vehicles that transport light and mixed loads are allowed on the roads from Monday to Saturday according to the last license plate number, even or odd; circulation is restricted on Sundays.
  • Institutional transport is permitted every day without license plate restrictions.
  • Urban transport is permitted according to the restrictions established by each Municipal Decentralized Autonomous Government (GAD).
  • Interprovincial transport is not permitted.
  • Besides scheduled surgeries and health and social protection programs for vulnerable groups, outpatient medical appointments are authorized for all medical specialties.
  • Legal professionals can travel to work using their credentials as a qualifying document.
  • In-person work in the public and private sectors is resumed at 30% capacity.
  • Public or private social meetings are prohibited.
  • Commercial activity resumes at 30% capacity in each establishment.

Yellow zones:

  • Curfew from 11pm to 5am, except for Quito, where curfew remains from 9pm to 5am.
  • Private vehicles and motorbikes are allowed on the roads according to their license plate number – even/odd numbers – from Monday to Saturday. Vehicles with an odd last plate number are allowed on the road on Sundays July 5 and 19, and vehicles with an even last plate number are allowed on the road on Sundays July 12 and 26.
  • Conventional and executive taxis, vehicles that transport light and mixed loads, and institutional transport are allowed on the roads every day without license plate restrictions.
  • Urban transport is permitted up to 50% capacity.
  • Intra-provincial and interprovincial transport is allowed at 50% capacity between districts in the same stage: yellow and/or green.
  • Sea and river transport are allowed at 50% capacity.
  • Tourist land transport is allowed, respecting the protocols established for this activity.
  • Shopping malls and restaurants can open to the public at 50% of the allowed capacity, except for Quito, which is limited to 30% capacity.
  • In-person work activities are resumed in the public and private sectors at 50% capacity, except for Quito, where the public sector will work at 25% capacity.
  • Wakes with up to 25 people are authorized.
  • Social or executive meetings with a maximum of 25 people are authorized, provided that the minimum required social distance of 2 meters between people can be guaranteed. The use of ventilation systems is not permitted, and all bio-protection measures must be complied with. The exception is Quito, where non-executive social gatherings are not allowed.
  • The opening of cinemas and theatres at 30% capacity is authorized, except for Quito, where these establishments remain closed.
  • Activities in archaeological sites, zoos, museums, national parks (except for Yasuní National Park) is authorized, at 30% capacity.
  • Training activities in indoor swimming pools in closed spaces may be resumed respecting biosafety protocols and the guidelines issued by the COE.

 

Green zones:

  • Curfew is eliminated.
  • 70% of private vehicles are allowed on the roads from Monday to Sunday, depending on the applicable license plate restriction.
  • Conventional and executive taxis, vehicles that transport light and mixed loads, and institutional transport will be allowed on the roads every day.
  • Urban transport is permitted at 50% capacity.
  • Intra-provincial transport is authorized between districts in the same stage.
  • Interprovincial transport is authorized between districts in yellow or green stages.
  • Restaurants and shopping malls are open to the public at 50% capacity.
  • A pilot plan for gyms is being implemented based on the protocols approved by the COE.
  • Wakes are authorized with up to 25 people.
  • Social or executive meetings with up to 25 people and in spaces that guarantee the required social distance of 2 meters is authorized.
