Municipality of Quito establishes measures applicable in Quito after the end of the state of emergency

The Municipality of Quito established transition measures applicable in the Metropolitan District of Quito after the state of emergency ends[1] to mitigate the risks posed by the SARS-CoV-2 coronavirus. Among the main provisions are:

Public property and spaces

  • A mask protecting the nose and mouth should be worn at all times, with the corresponding health specifications, except in sports that allow people to keep a distance of over two meters from each other.
  • You must always carry your citizen ID card or any official document that allows you to prove your identity.
  • You must walk or stand at least two meters away from other people.
  • The practice of sports that do not allow people to keep a distance of over two meters from others is restricted.
  • Failure to comply with these provisions will be sanctioned with a fine of 25% of a consolidated basic salary ($100 for 2020) for the first time and it will be doubled ($200) in case of repeated offenses.

Vehicle traffic restrictions

  • The “Hoy Circula” (“Circulating Today”) system is established. Circulation is allowed based on the last number of the license plate according to the following schedule:

Tuesday, Thursday, and Saturday 2, 4, 6, 8, 0
Sundays and official holidays everyone
  • Vehicles exempted from this prohibition will be subject to the conditions, requirements and procedures established in the instructions for safe conducts issued by the Municipality’s Secretariat of Mobility.
  • Failure to comply with these provisions will be sanctioned with a fine of 50% of a consolidated basic salary ($200 for 2020) and the impounding of the vehicle.

Activities subject to licensing

  • They will operate in compliance with requirements, conditions, and other obligations applicable to each activity within their capacity limits and allowed schedules.
  • They must comply with protocols, guidelines or other instruments issued by competent bodies and entities.
  • The economic activity license is suspended for bars, discotheques, nightclubs, brothels, and gyms or training centers. This measure will be evaluated every two weeks. Those who wish to resume these activities may submit proposals for pilot plans.
  • Shopping centers, supermarkets, bank branches and restaurants may operate at 50% capacity.
  • Cinemas, theaters, and auditoriums may operate at 30% capacity.
  • Those who wish to increase their businesses’ capacity may submit proposals for pilot plans.
  • Failure to comply with obligations will be sanctioned with a fine of up to 15 consolidated basic salaries ($6,000).
  • Authorizations for public shows are suspended except for major sports events.
