The president of Ecuador issued Decree No. 1052 in which he extends Ecuador’s state of emergency for 30 days. The Decree primarily includes the following provisions:
- Nationally, central government entities must coordinate efforts to carry out the control actions and steps necessary to implement the measures specific to each district.
- Freedom of movement and of association and assembly continues to be restricted, with the special exceptions mentioned in previous posts. The COE is in charge of establishing restriction times and mechanisms applicable to each stage in the traffic light system and the autonomous municipal governments are in charge of implementing them.
- A curfew is declared in accordance with the COE’s provisions and is applicable depending on the stage each district is in.
- In-person work is still suspended for districts in the red stage. For districts in the yellow or green stage, the COE will determine the parameters and guidelines for restarting work activities.
- Additionally, the Decree brings to an end the special security zone in Guayas.
- All State branches can issue resolutions as deemed necessary to ensure that their functions and services are adapted to isolation and social distancing measures.
