The president declared a national state of emergency for 60 more days due to the public health emergency caused by COVID-19 and the resulting economic emergency.
The extension of the state of emergency seeks to: (i) continue with the control of the disease with exceptional measures to mitigate massive contagion, and (ii) to establish emergency mechanisms for tackling economic recession and fiscal crisis.
The decree includes the suspension of freedom of movement and of association and assembly. The National Emergency Committee will establish restriction times and mechanisms for each of these rights based on the stage in the traffic light system adopted by the autonomous municipal government.
Limitations on freedom of movement will only be applied to keep isolation and social distancing measures in place. Mechanisms should be sought so that work and productive activities can be restarted with the appropriate guidelines for each productive sector in terms of biosecurity measures. Limitations on freedom of association and assembly will continue country-wide for all mass events.
